For, behold, the LORD cometh forth out of his place, and will come down, and tread upon the high places of the earth.

The Lord ... will come down, and tread upon the high places of the earth. He shall destroy the fortified heights (cf. , "He made him (Israel) ride on the high places of the earth;" ). (Grotius.) uses the same language. It symbolically expresses that God treads under His feet those who proudly exalt themselves. The high places were also the scene of idolatries. These God would tread down.
