In the transgression of an evil man there is a snare: but the righteous doth sing and rejoice.

In the transgression of an evil man (there is) a snare (he brings ruin on himself by his transgression):

But the righteous doth sing and rejoice. While the evil man promises himself liberty, he is ensnared in not only sin, but sin's consequence-destruction and sorrow: the opposite to the 'rejoicing' of the righteous (2 Peter 2:19). "Sing" exultingly, triumphing in his deliverance by the Lord.
