Then - at the moment when their might and profanity are at their height, and seemingly "nothing will be restrained from them which they have imagined to do" (Genesis 11:6), as at Babel, when "the Lord came down." When they seemed to triumph (as at the death of Jesus, Acts 4:27), they were but furthering God's purpose.
