If there arise a matter too hard for thee in judgment, one beyond the ability of the ordinary judge or officer to decide, between blood and blood, between plea and plea, and between stroke and stroke, where the legal enactments concerning a bodily injury, Exodus 21:12 ff. concerning civil cases, and concerning quarrels are not clear enough for the officers before whom the matter is brought, being matters of controversy within thy gates, then shalt thou arise, namely, the men in authority in the individual cities or towns, and get thee up into the place which the Lord, thy God, shall choose, for there would always be priests on duty at the central Sanctuary;
