Deuteronomy 32:8

When the Most High divided to the nations their inheritance, when he separated the sons of Adam, he set the bounds of the people according to the number of the children of Israel. From the very beginning it was a work of God's providence, of His government of the earth, to give to each tribe and nation as it was formed and as it grew, a place, a country, with boundaries; and He always had in mind the needs of that people whom He intended to choose for Himself, so that Israel should possess a land corresponding to its population.
