Ezekiel 29:1,2

‘In the tenth year, in the tenth month, on the twelfth day of the month, the word of Yahweh came to me saying, “Son of man, set your face against Pharaoh, king of Egypt, and prophesy against him and against all Egypt.” '

This prophesy took place in January 587 BC almost a year after the siege of Jerusalem had begun. It was Egypt that had been partly responsible for Zedekiah's rebellion, contrary to Yahweh's specific command (e.g. Jeremaih Ezekiel 27:6), and who therefore had to bear part responsibility for it.
