‘Even so then at this present time also there is a remnant according to the election of grace.'

Paul then defines these 7,000 as ‘a remnant according to the election of grace' (a description demonstrated as applying to them by the use of ‘also'), who can be seen as similar to the present ‘remnant according to the election of grace', those who by their faith in Jesus Messiah ‘at this time', have demonstrated that they are among God's elect, as described in Romans 9:6, a position which they have obtained through the unmerited, active favour of God. This ‘remnant according to the election of grace' is the same as the Israel within Israel (Romans 9:6) supplemented by believing Gentiles (Romans 9:24)
