The order stated here is of course a necessity: as the sins of the people caused them to be cast out of their land, their forgiveness must precede their restoration to it. In the prophets events are not events merely, they are exhibitions of moral principles. So in Isaiah 40-66. the restoration of Israel to Canaan is preceded by the atonement of their sins by the servant of the Lord (Isaiah 40:2).
