And he shall dwell in that city until he stand before the congregation for judgment, and until the death of the high priest that shall be in those days; then shall the slayer return and come unto his own city and unto his own house, unto the city from whence he fled. "He might not be delivered to the avenger of blood, but.. to the congregation of his own city, which should hold judgment upon him, and either, if they found him guilty, give him up to the avenger of blood or, if they esteemed him innocent, send him back to the city of refuge, where he must remain until the death of the anointed high priest, Numbers 35:25, that is, of the ruling high priest. After the death of the latter there follows, somewhat as upon the death of an anointed prince, an amnesty, and the manslayer is at liberty to return to his home. If, however, he presumptuously leaves his asylum sooner, he is exposed to the anger of the avenger, Numbers 35:26. " 2)
