They bound him with thongs; they who were to be scourged were bound to a post or column (amongst the Jews) of a cubit and a half high, inclining downwards upon it; and these thongs were such wherewith they bound Paul to this column or pillar; and with such also they intended to scourge him. Is it lawful for you to scourge a man that is a Roman, and uncondemned? that is, it is not lawful to scourge a Roman; much less, uncondemned: See Poole on "Acts 16:37".
