PSALM—NOTE ON Psalms 15:5 does not put out his money at interest. When the law forbids Israelites to charge interest to fellow Israelites, it is referring to private loans to a neighbor rather than commercial transactions. In such cases, Israelites are forbidden to charge interest to their fellow Israelites (see Deuteronomy 23:19, “your brother”), but they may charge interest to a foreigner. This psalm seems to suggest that the ideal person deals generously and fairly with all people, whether they are fellow Israelites or not. He goes beyond what the law requires.
