πρός τινας, with reference to certain persons; who not indicated, of what sort definitely described. This introduction is doubtless an editorial heading extracted from the story. It is true, but not necessarily the whole truth. The story may have been spoken to publicans to encourage them to hope in God's mercy at the Capernaum gathering, e.g. παραβολὴν : it is not really a parable, but simply an imaginary incident within the sphere to which its moral belongs.
