All ye inhabitants of the world, and dwellers on the earth, see ye, when he lifteth up an ensign on the mountains; and when he bloweth a trumpet, hear ye. ALL YE INHABITANTS OF THE WORLD ... SEE YE ... HEAR YE - rather, ye shall see-shall hear. Call to the whole earth to be witnesses of what Yahweh ("He") is about to do. WHEN HE LIFTETH UP AN ENSIGN ON THE MOUNTAINS. 3._All ye inhabitants of the world. _He shews that this work of God will be so manifestly excellent as to draw the attention not only of the Jews but of all nations. _When he shall lift up an ensign on the mountains, you will see it. _(17) These words, which are in the future tense, are rendered by some, agreeably to the custom of Scripture, in the imperative mood; (18) but it is better to view them as denoting what is future. It is as if he had said that the most distant nations will be witnesses of this destruction, because not only will the _ensign _be beheld by all, but the sound of the trumpets will be heard throughout the whole world. ALL YE INHABITANTS OF THE WORLD - These are to be regarded as the words of the prophet summoning all nations to attend to that which was about to occur. Grotius, however, and some others, suppose that they are the words of the Ethiopians. The meaning is, that the events which are here predicted would be of so public a nature as to attract the attention of all the world. WHEN HE - Vitringa supposes that this means the Assyrians lifting up a standard on the mountains of Judea. But the better interpretation is that which refers it to the people of Nubia, mustering their forces for war. ‘All nations behold when that people collects an army; sounds the trumpet for war; and arrays its military forces for battle. ISAIAH 18. ISAIAH DISCOURAGES THE SCHEMES OF ETHIOPIA. This chapter is probably connected with the policy of the Egyptian alliance so frequently denounced by Isaiah in 29- 31. Here the negotiations seem to be in the initial stage, and the courteous language of Isaiah agrees best with the view that at present he did not regard the alliance as within the range of practical politics. The land of Ethiopia is described, with special reference to the swarms of flies. Its rivers are the Blue and White Nile. Ambassadors have been sent to Jerusalem, apparently to induce the Jews to throw off the Assyrian yoke and assure them of support. The charge to the Ethiopian envoys, along with a poetic description of the land and people. The tendency of the ancient world to idealise the Ethiopians is familiar to students of classical literature. To the Greeks they were the "blameless Ethiopians" (Homer), "the tallest and handsomest of all men" (Herodotus). Isaiah would seem to have been struck by the fine physique of the ambassadors, and perhaps it was their narrative that furnished his vivid imagination with the picturesque details crowded into these three verses....
