Numbers 29:7

_AND YE SHALL HAVE ON THE TENTH DAY OF THIS SEVENTH MONTH AN HOLY CONVOCATION; AND YE SHALL AFFLICT YOUR SOULS: YE SHALL NOT DO ANY WORK THEREIN:_ Ye shall have on the tenth day of this seventh month - this was the great day of atonement. Its institution, together with the observance to which that day was devoted, was described, Leviticus 16:29. But additional offerings seem to be noticed-namely, the large animal sacrifice for a general expiation, which was a sweet savour unto the Lord, and the sin offering to atone for the sins that mingled with that day's services. The prescriptions in this passage appear supplementary to the former statement in Leviticus....

7._And ye shall have on the tenth day. _This was the day of Atonement. For although they never came into God’s presence without supplication for pardon, they then in a special manner confessed their sins, because a fast was appointed in token of their guilt. For thus it is written in Leviticus 23:29, "Whatsoever soul it be that shall not be afflicted in that same day, he shall be cut off from among his people." As to the sacrifices, one bullock only is required; the rest is as before, except that an exception is added, which was omitted in the former cases. For another propitiation is appointed besides the goat, to accord with the fact of their affliction. For the acknowledgment of guilt would have been a dreadful torment to their consciences without the hope of reconciliation. The reason of this sacrifice will be soon explained....

1-11 There were more sacred solemnities in the seventh month than in any other. It was the space between harvest and seed-time. The more leisure we have from the pressing occupations of this life, the more time we should spend in the immediate service of God. The blowing of the trumpets was appointed, Leviticus 22:24. Here they are directed what sacrifices to offer on that day. Those who would know the mind of God in the Scriptures, must compare one part with another. The latter discoveries of Divine light explain what was dark, and supply what was wanting, in the former, that the man of God may be perfect....

EXPOSITION THE ROUTINE OF SACRIFICIAL OFFERINGS (Numbers 28:1, Numbers 29:1). NUMBERS 28:1 THE LORD SPAKE UNTO MOSES. It is impossible to say with any assurance whether the law of offerings contained in these two chapters was really given to Moses shortly before his death, or whether it was ever given in this connected and completed form. NUMBERS 28-29. THE NATURE AND AMOUNT OF THE OFFERINGS REQUIRED ON VARIOUS HOLY DAYS. The quantities prescribed for special festivals did not exhaust all the sacrifices offered upon them: on every festival the special sacrifices were supplemented by the daily offerings; on the first of the seventh month the distinctive offerings were supplemented by the offerings required for the first of each ordinary month; whilst on the tenth of the seventh month the sin offering of atonement (Leviticus 16) was supplementary to the other sacrifices here enjoined.
