Gentile converts, or proselytes, as they were afterward called, were admitted, if circumcised, to the same privileges as native Israelites, and were liable to excommunication if they neglected the Passover. EXPOSITION THE PASSOVER AT SINAI (Numbers 9:1). NUMBERS 9:1 IN THE FIRST MONTH OF THE SECOND YEAR. Before the census, and all the other events recorded in this hook, except in part the offerings of the princes (see Numbers 7:1). There was, however, an obvious reason for mentioning together the two passovers, the second of which immediately preceded the departure from Sinai. There was a first celebration of it when they came out of Egypt; but then it was not so much a type as a matter of fact; it was the thing itself, not the remembrance of the coming out of Egypt, but the actual coming out, the exodus. REGULATIONS FOR A SUPPLEMENTARY PASSOVER. The institution of such, on the fourteenth day of the second (instead of the first) month, was required to meet the needs of those who were prevented by some adequate cause from participating in the ceremony at the proper time (_cf._ 2 Chronicles 30:2 f.). The occasion when the law here described was enacted was the second anniversary of the Passover, so that the date of this chapter precedes that of ch. 1. As the people at this time were dwelling in tents (not in houses), it must be supposed that the command respecting the smearing of the lintel and side-posts of the door with blood (Exodus 12:7; Exodus 12:22) was modified....

_a stranger a_ SOJOURNER. The Heb. _gêr_has no exact equivalent in English. He was one who was not an Israelite but who, permanently or for a considerable period, put himself under Israelite protection and became a member of the community. He was sharply distinguished from a foreigner, who was making only a temporary stay in the country (_tôshâbh_, see Numbers 35:15). The latter was forbidden to eat the Passover (Exodus 12:45). _him that is born in the land_ Heb. _"ezrâḥ_, a NATIVE OF _the land_, i.e. a full-blooded Israelite.
