_ARISE, O LORD; O GOD, LIFT UP THINE HAND: FORGET NOT THE HUMBLE._ Arise, O Lord. Here the second part of the psalm begins. The prayer that suggests itself to the believer as the only resource in his perplexity at the success of sinners and the depression of the godly. LIFT UP THINE HAND - to vindicate thy people, and to strike the ungodly (Micah 5:9; Exodus 7:5; Isaiah 5:25). The image is from one who had his hand at rest in his bosom, in the fold of the Oriental robe, and who lifts it out for action. FORGET NOT - show the wicked it is not as they say, "God hath forgotten" (Psalms 10:11). The humble

12._Arise, O Jehovah. _It is a disease under which men in general labor, to imagine, according to the judgment of the flesh, that when God does not execute his judgments, he is sitting idle, or lying at ease. There is, however, a great difference with respect to this between the faithful and the wicked. The latter cherish the false opinion which is dictated by the weakness of the flesh, and in order to soothe and flatter themselves in their vices, they indulge in slumbering, and render their conscience stupid, (226) until at length, through their wicked obstinacy, they harden themselves into a gross contempt of God. But the former soon shake from their minds that false imagination, and chastise themselves, returning of their own accord to a due consideration of what is the truth on this subject. 12-18 The psalmist speaks with astonishment, at the wickedness of the wicked, and at the patience and forbearance of God. God prepares the heart for prayer, by kindling holy desires, and strengthening our most holy faith, fixing the thoughts, and raising the affections, and then he graciously accepts the prayer. The preparation of the heart is from the Lord, and we must seek unto him for it. Let the poor, afflicted, persecuted, or tempted believer recollect, that Satan is the prince of this world, and that he is the father of all the ungodly. The children of God cannot expect kindness, truth, or justice from such persons as crucified the Lord of glory. But this once suffering Jesus, now reigns as King over all the earth, and of his dominion there shall be no end. Let us commit ourselves unto him, humbly trusting in his mercy. Verse Psalms 10:12. _ARISE, O LORD_] Hear their reproaches see their guile, consider thy oppressed people. "Lift up thine hand," _threaten_ them, that they may desist and repent. If they repent not let them be punished....

ARISE, O LORD - See the note at Psalms 3:7. This commences the second part of the psalm, in which the author calls on God to remember those who were oppressed and wronged by the wicked. By suffering the wicked thus to carry on their plans, God seemed to be indifferent to human affairs, and the psalmist, therefore, invokes him to interpose, and to rescue the afflicted from their grasp. O GOD, LIFT UP THINE HAND - As one does when he is about to strike, or to exert his power. The prayer is, that God would interfere to put down the wicked. FORGET NOT THE HUMBLE - Margin, “afflicted.” The margin expresses the true sense. The idea is not that God would remember “humble” persons in the sense in which that word is now commonly used, but that he would remember those who were down-trodden,

EXPOSITION This psalm is to some extent connected with the preceding one, but not very closely. It has turns of expression which are identical, and not common elsewhere; _e.g. _"in times of trouble" (Psalms 10:1; comp. Psalms 9:9), and much similarity in the thoughts (comp. It was arranged in strophes of four lines each, the first letter of each strophe being one of the letters of the Heb. alphabet in regular succession. This system is carried out in the whole of Psalms 9-2 in Psalms 10. So far we have the first twelve letters of the alphabet, the only omission being that of the fourth letter, which, however, can be supplied by an easy and convincing emendation.
