For, as I said of late, no man can be stirred up to repentance, unless he have salvation set before him; but he which doth despair of pardon, being, as it were, given over unto destruction already, doth not ‘fear to run headlong against God obstinately. 19-21 The absolute necessity of repentance is to be solemnly charged upon the consciences of all who desire that their sins may be blotted out, and that they may share in the refreshment which nothing but a sense of Christ's pardoning love can afford. Blessed are those who have felt this. It was not needful for the Holy Spirit to make known the times and seasons of these dispensations. These subjects are still left obscure. But when sinners are convinced of their sins, they will cry to the Lord for pardon; and to the penitent, converted, and believing, times of refreshment will come from the presence of the Lord. Verse Acts 3:19. _REPENT YE THEREFORE_] Now that ye are convinced that this was the Messiah, let your _minds be changed_, and your hearts become contrite for the sins you have committed. _AND BE CONVERTED_] επιστρεψατε, Turn to God through this Christ, deeply deploring your transgressions, and believing on his name; _that your sins may be blotted out_, which are not only _recorded_ against you, but for which you are condemned by the justice of God; and the punishment due to them must be executed upon you, unless prevented by your repentance, and turning to him whom ye have pierced. The _blotting out_ of sins may refer to the ceremony of the waters of jealousy, where the curse that was written in the book was to be _blotted out with the bitter water_. Numbers 5:

THEREFORE - Because of your sin in putting Jesus to death, and “because” he is the Messiah, and God through him is willing to show mercy to the chief of sinners. AND BE CONVERTED - This expression conveys an idea not at all to be found in the original. It conveys the idea of “passivity,” be “converted,” as if they were to yield to some foreign influence I that they were now resisting. But the idea of being “passive” in this is not conveyed by the original word. The origin of it appears to have been their partnership in the fishing-boats in which they pursued their trade as fishermen on the Sea of Galilee. For St. Luke tells us that the sons of Zebedee were "partners with Simon," and helped him to take the miraculous draught of fishes (Luke 5:10). Acts 3:1. _Now Peter and John went up together into the temple at the hour of prayer, being the ninth hour._ Peter and John seem to have been linked in closest friendship. Peter had been brought back by John when he was almost despairing after having denied his Master. John lovingly found him out, and made him his associate; and now they «went up together into the temple at the hour of prayer.» Observe, here, how very sweetly the Old Testament dispensation melts into the new. The Temple was no longer what it had been before; the type was of no further use now that the great Antitype of the Temple had come; yet these apostles still went up to it at the hour of prayer.
