ἄρτιος : perfectus, completely equipped for his work as a Man of God. τέλειος would have reference to his performance of it.

ὁ τοῦ θεοῦ ἄνθρωπος : See on 1 Timothy 6:11. The Man of God has here a primary reference to the minister of the Gospel.
