Reference seems to be made to the Roman empire, the fourth monarchy, in its pagan, early Christian, and papal states. This _stretching forth his hand_ implies, that his dominion should be of large extent; and he has _stretched forth his hand upon many,_ not only Asian and European, but likewise African _countries.
