That which hath been is now; and that which is to be hath already been; and God requireth that which is past. THAT WHICH HATH BEEN IS NOW. That which bath been in the mind of God from eternity is now realized in time. The constancy of God's government is a consideration calculated to inspire equanimity. 11-15 Every thing is as God made it; not as it appears to us. We have the world so much in our hearts, are so taken up with thoughts and cares of worldly things, that we have neither time nor spirit to see God's hand in them. The world has not only gained possession of the heart, but has formed thoughts against the beauty of God's works. We mistake if we think we were born for ourselves; no, it is our business to do good in this life, which is short and uncertain; we have but little time to be doing good, therefore we should redeem time. Satisfaction with Divine Providence, is having faith that all things work together for good to them that love him. God doeth all, that men should fear before him. The world, as it has been, is, and will be. There has no change befallen us, nor has any temptation by it taken us, but such as is common to men....

Verse 15. _THAT WHICH HATH BEEN IS NOW_] God governs the world _now_, as he _has governed_ it from the beginning; and the revolutions and operations of nature are the _same now_, that they have been from _the beginning_. What we see _now_, is the _same_ as has _been seen_ by those before us. _AND GOD REQUIRETH THAT WHICH IS PAST_] i.e., That it may return again in its proper order. The heavens themselves, taking in their great revolutions, show the same phenomena. Rather, What has been - what was before, and what shall be has been before. The word “is” in our the King James Version is erroneously printed in Roman letters: it does not exist in the Hebrew (it should have been italicized); and the word there translated “now” is the same which is translated as “already.” REQUIRETH - i. e., requireth for judgment, as the word specially means in 2 Samuel 4:11; Ezekiel 3:18...It is obvious from the context of the last clause of Ecclesiastes 3:14, and Ecclesiastes 3:16, that this is the meaning here....

_God requireth that which is past_ Better, SEEKS AFTER THAT WHICH IS PUT TO FLIGHT. The old thought of the uniformity of sequence in nature and in history which had before seemed oppressive in its monotony, has been balanced by the thought of God's perfection and the beauty of His order, and by the "fear" which grows out of it. It is followed up by a new aspect of the same truth. The past is thought of as vanishing, "put to flight," receding into the dim distance. It might seem to be passing into the abyss of oblivion, but God RECALLS it (this is obviously the meaning of "require" as used by the translators of the A. V. in its strict etymological sense), brings back the same order, or an analogous order of events, and so history repeats itself.
