It is a different word from that used (Genesis 38:15.)...

Verse Genesis 38:21. _WHERE_ IS _THE HARLOT THAT_ WAS _OPENLY BY THE WAYSIDE?_] Our translators often render different _Hebrew_ words by the same term in _English_, and thus many important shades of meaning, which involve _traits_ of character, are lost. In Genesis 38:15, Tamar is called a _harlot_, זונה zonah, which, as we have already seen, signifies a person who prostitutes herself for _money_. In this verse she is called a _harlot_ in our version; but the original is not זונה but קדשה _kedeshah_, a holy or _consecrated person_, from קדש _kadash_, to _make holy_, or to _consecrate to religious_ _purposes_. And the word here must necessarily signify a person consecrated by prostitution to the worship...

EXPOSITION GENESIS 38:1 AND IT CAME TO PASS. The present chapter appears to interrupt the continuity of the narrative of Joseph's history. Partly on this account, and partly because the name Jehovah occurs in it (Genesis 38:7, Genesis 38:10), it has been pronounced a later Jehovistic interpolation (Tuch, Bleek, Davidson, Coleuso). Its design has been explained as an attempt to glorify the line of David by representing it as sprung from Judah (Bohlen), or to disclose the origin of the Levitate law of marriage among the Jews (Knobel); but the incidents here recorded of Judah and his family are fitted to reflect dishonor instead of glory on the ancestry of David (Havernick)

Or "of her place" d, of the woman's place, supposing that she dwelt somewhere thereabout: SAYING, WHERE [IS] THE HARLOT THAT [WAS] OPENLY BY THE WAYSIDE? that sat there very publicly some little time ago: the word for "harlot" e comes from another, which signifies to sanctify or separate to holy uses; and harlots were so called, either by an antiphrasis, by way of contradiction, being unholy; or because, as Jarchi observes, they were separated and destined to whoredom; or because they were such as were devoted to Venus, and the worshippers of her, and prostitutes in her temple, and in the temples of other Heathen deities; but it is questionable whether such practices as yet were used; AND THEY SAID, THERE WAS NO HARLOT IN THIS [PLACE]; they had not known any harlot to frequent that place lately, and Tamar sat there so small a time as not to have...

GENESIS 38. JUDAH AND TAMAR. The source is J, but not the same stratum as that to which the Joseph story belongs. There is not room for the events either before or after the events of Genesis 37, nor does the Joseph narrative suggest that Judah left his brothers and lived the independent life here described. The chronology is quite inconsistent with the view that Genesis is a unity. Judah was roughly about twenty when Joseph, at the age at least of seventeen (Genesis 37:2), went into Egypt. The interval between that event and the journey of Jacob into Egypt was not more than twenty-two years.
