So the heathen shall fear the name of the LORD, and all the kings of the earth thy glory. SO - as the blessed result of the Lord's having mercy upon Zion. THE HEATHEN SHALL FEAR THE NAME OF THE LORD - the strongest plea to urge an appeal to the Lord's own glory, as involved in the restoration of Zion (; Isaiah 59:19). All the tenses in Psalms 102:16 are preterites-faith and prophecy regarding the event as sure no if it were actually come to pass....

15._And the nations shall fear the name of Jehovah _The prophet here describes the fruit which would result from the deliverance of the ancient tribes; which is, that thereby God’s glory would be rendered illustrious among nations and kings. He tacitly intimates, that when the Church is oppressed, the Divine glory is at the same time debased; even as the God of Israel was, no doubt, at the period referred to, derided by the ungodly, as if he had been destitute of the power to succor his people. It is therefore declared, that if he redeem them, it will afford such a remarkable proof of his power as to constrain the Gentiles to reverence him whom they contemned....

12-22 We are dying creatures, but God is an everlasting God, the protector of his church; we may be confident that it will not be neglected. When we consider our own vileness, our darkness and deadness, and the manifold defects in our prayers, we have cause to fear that they will not be received in heaven; but we are here assured of the contrary, for we have an Advocate with the Father, and are under grace, not under the law. Redemption is the subject of praise in the Christian church; and that great work is described by the temporal deliverance and restoration of Israel. Verse Psalms 102:15. _SO THE HEATHEN SHALL FEAR THE NAME OF THE LORD_] It is granted that after the edict of Cyrus to restore and rebuild Jerusalem, which was about _four hundred and ninety_ years before Christ, the name of the true God was more generally known among the heathen; and the translating the Sacred Writings into Greek, by the command of Ptolemy Philadelphus, king of Egypt, about _two_ _hundred and eighty-five_ years before the Christian era, spread a measure of the light of God in the Gentile world which they had not before seen. Add to this, the dispersion of the Jews into different parts of the Roman empire, after Judea became a Roman province, which took place about _sixty_ years before the advent of our Lord; and we may consider these as so many preparatory steps to the conversion of the heathen by the Gospel of our Lord Jesus Christ. SO THE HEATHEN - The nations. That is, The surrounding people, who hear what thou hast done for thy people, will see the evidence that thou art God, and learn to love and worship thee. SHALL FEAR THE NAME OF THE LORD - Shall reverence and honor thee. AND ALL THE KINGS OF THE EARTH THY GLORY - The sovereigns of the earth will be especially affected and impressed with thy majesty. If this refers to the return from the captivity at Babylon, then it means that that event would be particularly suited to impress the minds of the rulers of the world, as showing that God had all nations under his control; that he could deliver a captive people from the grasp of the mighty; that he was the friend of those who worshipped him, and that he would frown on oppression and wrong....

EXPOSITION THE "title" of this psalm is altogether peculiar, being "a Prayer for the afflicted, when he faints, and pours out his complaint before Jehovah." This is clearly a general direction for the use of the psalm by afflicted persons, either universally, or, at any rate, when in circumstances resembling those of the writer. The writer appears to have belonged to the period of the Captivity, and probably to the later portion of it (Psalms 102:13). It has been conjectured that he is Daniel; but there are no sufficient grounds for assigning the composition to any special individual. It is the voice of a representative sufferer in Babylon, mourning over his own afflictions and those of his nation. CII. The title, which is unique in the Psalter, describes the contents of Psalms 102:1 very well. So far the Ps. is the prayer of a man in extreme affliction.
