10._Jehovah scattereth the counsel of the nations. _After briefly touching upon the creation of the world, the Psalmist returns to his former subject, namely, to show that the events which daily come to pass are undoubted proofs of the providence of God. And lest any man should be surprised, that he should exhibit God as an adversary to men, scattering their counsels rather than establishing and bringing them to a happy issue, he selects an instance which had the greatest power to comfort the saints. We know how many things men continually venture upon and contrive against all law and justice, and how they endeavor by their devices to turn the world upside down, that they may tyrannically acquire power to trample upon the good and simple. Verse Psalms 33:10. _THE COUNSEL OF THE HEATHEN TO NAUGHT_] This appears to be similar to what is mentioned in the second _Psalm_; the useless attempts of the Gentiles to prevent the extension of the kingdom of Christ in the earth: and it may refer to similar attempts of ungodly nations or men to prevent the promulgation of the Gospel, and the universal dissemination of truth in the world....

THE LORD BRINGETH THE COUNSEL OF THE HEATHEN TO NOUGHT - Margin: “maketh frustrate.” The Hebrew word means to “break,” or to “annul.” The word here rendered “heathen” means “nations;” and the idea is that God, by his own overruling purpose and providence, frustrates the designs of the nations of the earth; that he carries forward his own designs and purposes in spite of theirs; that their plans avail nothing when they come in competition with his. their purposes must yield to His purpose. Compare Isaiah 8:9, note; Isaiah 19:3, note. All the plans and purposes of the nations of the earth that conflict with the purposes of God will be vain; all those plans, whatever they may be, will be made subservient under His providence to the promotion of His great designs....

EXPOSITION THIS psalm has no title in the Hebrew, and in some manuscripts it is joined on to the preceding psalm, and forms one with it. But the difference of subject-matter and of tone render it highly improbable that that arrangement is the correct one. The two psalms are best regarded as wholly separate compositions, though the writer of the present one took for his key-note the last verse of Psalms 32:1. The Septuagint makes David the author, but with no support from the Hebrew. An author in the reign of Asa or Jehoshaphat, and again one in the reign of Josiah, has been suggested, but the psalm itself scarcely gives a hint towards fixing the date. As a simple psalm of praise and thanksgiving, intended for the service of the temple, it is well worthy of admiration, being "singularly bright, and replete with beautiful imagery" ('Speaker's Commentary')

The psalmist having taken notice of the works of creation, in order to excite the saints to praise, proceeds to observe the providence of God, and particularly that branch of it which lies in disappointing the designs of wicked men; it is wickedness which they consult and devise, and thin is against the Lord's people, his cause and interest, and so against himself; and though their schemes are formed and contrived with a great deal of subtlety, yet they are commonly blasted; whether laid by particular persons, as by Ahithophel against David; or by nations, whole bodies of men, as of the Egyptians and Assyrians against Israel; and of Jews and Gentiles against Christ and his cause; HE MAKETH THE DEVICES OF THE PEOPLE OF NONE EFFECT; the same thing is expressed here as before, in different words, for the further confirmation of it...

Psalms 33:1. _Rejoice in the LORD, O ye righteous: for praise is comely for the upright._ False gods were worshipped with dolorous sounds, accompanied by cutting with knives and with lancets; but our God is the happy God, and he would have his people happy. «Rejoice in Jehovah, O ye righteous.» The praises of God are very beautiful when they are sung by holy people: «for praise is comely for the upright.» But the praises of God on the lips of godless men are altogether out of place. I wonder how Christians can allow those to lead their praises in the sanctuary who never can from their hearts praise God. They who sing to the worldling all the week should not be employed to sing to the God of the holy on the Sabbath, surely. «Praise is comely for the upright.» Hymns and psalms sung by the ungodly are but as sweet spices laid upon a dunghill; but «praise is comely for the upright.»...

XXXIII. A SONG OF PRAISE. This Ps. has no title in MT. It may have been added at a later time to an older collection, probably Psalms 33:3. The LXX prefix, By David, when he changed his face before Abimelech (_sic_) and he loosed him and he went away. The Ps. is an invitation to praise Yahweh as the Creator and for His care of Israel throughout its history. Yahweh alone can save His people, and for that salvation the Psalmist will wait....
