7._Render then to all what is due, etc. _The Apostle seems here summarily to include the particulars in which the duties of subjects towards magistrates consist, — that they are to hold them in esteem and honor, that they are to obey their edicts, laws, and judgments, — that they are to pay tributes and customs. By the word _fear, _he means obedience; by _customs _and _tributes, _not only imposts and taxes, but also other revenues. (407) Now this passage confirms what I have already said, — that we ought to obey kings and governors, whoever they may be, not _because _we are constrained, but because it is a service _acceptable _to God; for he will have them not only to be feared, but also honored by a voluntary respect....

Verse Romans 13:7. _RENDER THEREFORE TO ALL THEIR DUES_] This is an extensive command. Be rigidly just; withhold neither from the _king_ nor his _ministers_, nor his _officers_ of _justice_ and _revenue_, nor from even the lowest of the _community_, what the laws of God and your country require you to pay. _TRIBUTE TO WHOM TRIBUTE_] φορον. This word probably means such taxes as were levied on _persons_ and _estates_. _CUSTOM TO WHOM CUSTOM_] τελος. This word probably means such duties as were laid upon _goods, merchandise_, c., on _imports_ and _exports_ what we commonly call _custom_.
