_AND THE LORD SAID, I HAVE SURELY SEEN THE AFFLICTION OF MY PEOPLE WHICH ARE IN EGYPT, AND HAVE HEARD THEIR CRY BY REASON OF THEIR TASKMASTERS; FOR I KNOW THEIR SORROWS;_ I have surely seen the affliction of my people ... literally, seeing I have seen. The verb has here the sense of looking with the watchful eye and sympathetic feeling of love. AND HAVE HEARD THEIR CRY - a vehement cry throughout the land of their dispersion; a cry of oppressed anguish against the oppressor; a cry of pain, resentment, and helpless despondency. Thus the servitude of the Israelites themselves, as well as the cruel destruction of their male children, which followed the accession of the new dynasty in Egypt, effected the subjective preparation of that people for the exodus, by awakening in the general bosom intense longings for release. 21._And I will give this people favor. _By this extreme exercise of His bounty He encourages the Israelites to contend and strive more heartily; since otherwise it would be hard for them to struggle with the great cruelty of the king. Therefore He promises them not only liberty, but also abundance of rich and precious things. But, inasmuch as this was hard to believe, that the Egyptians their bitterest enemies would become so kind and liberal as to exert such beneficence towards them, God reminds them that it is in His power to turn the hearts of men whithersoever He will. AND I WILL GIVE THIS PEOPLE FAVOUR IN THE SIGHT OF THE EGYPTIANS,.... That is, give the Israelites favour in their sight, a little before their departure, who should be ready to do anything for them, or bestow anything upon them; or however lend them what they would desire, being glad to be at peace with them, or get rid of them, for whose sakes they would perceive all those sore calamities came upon them, they were distressed with: AND IT SHALL COME TO PASS, THAT WHEN YE GO, YE SHALL NOT GO EMPTY; destitute of what was necessary for them, but even with great substance, as was foretold by Abraham they should, and which prophecy was now about to be fulfilled, Genesis 15:14....

Exodus 3:1 TO EXODUS 4:17. Moses commissioned by Jehovah at Horeb to deliver His people. The dialogue between Jehovah and Moses, as in other cases (cf. Delitzsch on Genesis 12:1), must be pictured, not as one audible externally, but as giving expression, in _words_which are naturally those of the narrators, to Moses" mental communings with God, through which he was gradually taught by Him that, in spite of the difficulties which he saw before him, he was nevertheless to be His appointed agent for accomplishing Israel's deliverance (cf. the dialogue in Jeremiah 14-15). I WILL GIVE THIS PEOPLE FAVOUR— An expression, which abundantly serves to clear the difficulty raised by some from what is mentioned in the following verse. GOD, in whose hand are all hearts, promises, that he himself will influence the Egyptians to favour the Israelites at their departure, to grant them what they shall _ask,_ (for so the word שׁאל _sheal,_ which we render _borrow,_ should be translated,) and generously to dismiss them with such presents, as might be thought, in some degree, a compensation for the injuries they had received in Egypt....
