The soul of the wicked desireth evil: his neighbour findeth no favour in his eyes. THE SOUL OF THE WICKED DESIRETH EVIL - eagerly. The noblest part of man is in him wholly engrossed in evil. HIS NEIGHBOUR FINDETH NO FAVOUR IN HIS EYES - he does not spare even his neighhour, however friendly his neighbour may have shown himself. His love of evil outweighs every other consideration, such as love, friendship, gratitude....

EXPOSITION PROVERBS 21:1 THE KING'S HEART IS IN THE HAND OF THE LORD, AS THE RIVERS OF WATER. We are to think of the little channels used for irrigation. As these are altogether under the gardener's control, so the heart of the king, who might seem to have no superior, is directed by God. HE TURNETH IT WHITHERSOEVER HE WILL. By hidden influences and providential arrangements God disposes the monarch to order his government so as to carry out his designs, to spread around joy and plenty. THE SOUL OF THE WICKED DESIRETH EVIL,.... The evil of sin, it being natural to him; he chooses it, delights in it, craves after it, under a notion of pleasure or profit: or the evil of mischief; it is a sport and pastime to him to do injury to others; see Proverbs 10:23; he desires both the one and the other with all his soul; his heart is in it, he is set upon it, which shows him to be a wicked man; HIS NEIGHBOUR FINDETH NO FAVOUR IN HIS EYES; not only he delights to do mischief to an enemy or a stranger, but even to a neighbour and friend; he will do him no kindness, though he asks it of him; he will show him no mercy, though an object of it; he will spare him not, but do him an injury, if he attempts to hinder or dissuade him from doing mischief, or reproves him for it....

CHAPTER 21 PERSONAL INSTRUCTIONS AS TO LIFE AND CONDUCT In the proverbs of this chapter the Lord is mentioned five times. “The king's heart is in the hand of the LORD, as the rivers of water: He turneth it whithersoever He will” Proverbs 21:1). PROVERBS 21:1. WATERCOURSES: not the natural brooks and wadys of Palestine, but the artificial irrigation canals of Egypt or Babylonia, which could be diverted in any direction at will.
