Proverbs 21:13

Whoso stoppeth his ears at the cry of the poor, he also shall cry himself, but shall not be heard. WHOSO STOPPETH HIS EARS AT THE CRY OF THE POOR (FOR MERCY), HE ALSO SHALL CRY HIMSELF, BUT SHALL NOT HE HEARD - (.) Retribution in kind (). The unmerciful toward their fellow-men shall cry in vain for mercy from God (Matthew 18:30)....

Verse Proverbs 21:13. _WHOSO STOPPETH HIS EARS_] See the conduct of the _priest_ and _Levite_ to the man who _fell among thieves_; and let every man learn from this, that he who shuts his ear against the cry of the poor, shall have the ear of God shut against his cry. The words are quite plain; there is no difficulty here....

EXPOSITION PROVERBS 21:1 THE KING'S HEART IS IN THE HAND OF THE LORD, AS THE RIVERS OF WATER. We are to think of the little channels used for irrigation. As these are altogether under the gardener's control, so the heart of the king, who might seem to have no superior, is directed by God. HE TURNETH IT WHITHERSOEVER HE WILL. By hidden influences and providential arrangements God disposes the monarch to order his government so as to carry out his designs, to spread around joy and plenty. For want of bread; or, "of the weak", as the Septuagint and other versions; for want of help and protection, when in the greatest distress; and, with the most pressing importunity, entreats his assistance, and yet refuses to hear him out: or, if he does, will not relieve him, which is all one as if he heard him not, or denied him a hearing; HE ALSO SHALL CRY HIMSELF; the Targum and Syriac version add, "unto God". The sense is, that even such an one shall be brought into the like distressed circumstances, when he shall make application to God, and to his fellow creatures, for relief and assistance: BUT SHALL NOT BE HEARD; a deaf ear will be turned to him by both: the same measure he has measured shall be measured to him again; no mercy shall be shown to an unmerciful man, either by God or man; see James 2:13

CHAPTER 21 PERSONAL INSTRUCTIONS AS TO LIFE AND CONDUCT In the proverbs of this chapter the Lord is mentioned five times. “The king's heart is in the hand of the LORD, as the rivers of water: He turneth it whithersoever He will” Proverbs 21:1). The rivers of water are “water-courses,” the irrigation system known to the ancients, opening and shutting sluices directed the flow of the waters. Proverbs 21:4. Apparently two unconnected lines belonging to different couplets. A connexion can be established only by forced exegesis.
