And in every place where the grounded staff shall pass, which the LORD shall lay upon him, it shall be with tabrets and harps: and in battles of shaking will he fight with it. (IN) EVERY PLACE WHERE THE GROUNDED - the decreed, appointed by God's firm decree: solidly founded, margin (Maurer.) STAFF - the avenging rod. SHALL PASS, WHICH THE LORD SHALL LAY UPON HIM - the Assyrian; type of all God's enemies in every age. (IT) SHALL BE WITH TABRETS ... - `every passing through (infliction, ) of the appointed rod, which the Lord shall lay upon him, shall be with tabrets' - i:e., shall be accompanied with joy on the part of the rescued peoples. 32._And there shall be in every passage_. He means that the Assyrians will in vain try every method of escaping from the hand of God; for wherever they go, whether they attempt to go forward or to turn back, the hand of God shall pursue them. As to the phrase, _fastened staff_, (313) I readily adopt the opinion of those who think that the metaphor is taken from those on whom have been inflicted strokes so heavy, that the marks of the instrument of punishment remain, as if a rod or staff were “fastened” in the wound. It will perhaps be thought preferable to interpret it to mean, that the wound is “fastened” (314) on the Assyrian, as a foundation is fixed in the earth; for what is not “fastened” may be moved out of its place and carried away. 27-33 God curbs and restrains from doing mischief. With a word he guides his people into the right way, but with a bridle he turns his enemies upon their own ruin. Here, in threatening the ruin of Sennacherib's army, the prophet points at the final and everlasting destruction of all impenitent sinners. Tophet was a valley near Jerusalem, where fires were continually burning to destroy things that were hurtful and offensive, and there the idolatrous Jews caused their children to pass through the fire to Moloch. This denotes the certainty of the destruction, as an awful emblem of the place of torment in the other world. No oppressor shall escape the Divine wrath. Let sinners then flee to Christ, seeking to be reconciled to Him, that they may be safe and happy, when destruction from the Almighty shall sweep away all the workers of iniquity....

Verse Isaiah 30:32. _THE GROUNDED STAFF_ - "The rod of his correction"] For מוסדה _musadah_, the _grounded_ staff, of which no one yet has been able to make any tolerable sense, Le Clerc conjectured מוסרה _musarah, of correction_; (see Proverbs 22:15;) and so it is in two MSS., (one of them ancient,) and seems to be so in the Bodleian MS. The _Syriac_ has דשוע בדה _deshuebedah, virgo domans, vet_ _subjectionis_, - "the taming rod, or rod of subjection." _WITH TABRETS AND HARPS_] With every demonstration of joy and thanksgiving for the destruction of the enemy in so wonderful a manner: with hymns of praise, accompanied with musical instruments. AND IN EVERY PLACE - Margin, ‘Every passing of the rod founded.’ Lowth renders it, ‘Whenever shall pass the rod of correction.’ The whole design of the passage is evidently to foretell the sudden destruction of the army of the Assyrians, and to show that this would be accomplished by the agency of God. The idea seems to be, that in all those places where the rod of the Assyrian would pass, that is, where he would cause devastation and desolation, there would be the sound of rejoicing with instruments of music when he should be overthrown. If this is the work of Isaiah, it describes the overthrow of Assyria. The description is very vigorous, and some feel that the loud colours are dashed on too violently to make Isaiah's authorship probable. And the zest with which the disaster is painted is thought to be unworthy of him. But these reasons are far from cogent. Yahweh comes like the dense thunder-cloud from the far horizon, from which the devastating lightning will leap, while torrential rain floods the land. The nations will be passed through the sieve till they are destroyed, and will be guided in the way of ruin. While the Assyrians are being overthrown the Jews are exultant, as when they sing their song by night at the Feast of Tabernacles (or perhaps Passover), or as when they go in procession to the Temple. For Yahweh's voice shall peal out in thunder, while the lightnings flash, the clouds burst, and the hail descend...
