_AND HE SHALL TAKE OF THE CONGREGATION OF THE CHILDREN OF ISRAEL TWO KIDS OF THE GOATS FOR A SIN OFFERING, AND ONE RAM FOR A BURNT OFFERING._ Shall take of the congregation ... two kids of the goats ... and one ram. The sacrifices were to be offered by the high priest respectively for himself and the other priests, as well as for the people. The bullock (Leviticus 16:3) and the goats were for sin offerings, and the rams for burnt offerings. The goats, though used in different ways, constituted only one offering. Verse Leviticus 16:10. _TO BE THE SCAPE-GOAT_] עזאזל _azazel_, from עז _az_, a _goat_, and אזל _azal_, to _dismiss_; the _dismissed_ or _sent away_ goat, to distinguish it from the _goat_ that was to be offered in _sacrifice_. Most ancient nations had _vicarious_ sacrifices, to which they transferred by certain rites and ceremonies the guilt of the community at large, in the same manner in which the scapegoat was used by the Jews. The holy place within the veil, _i.e._ the inner of the two compartments of the shrine, is not to be entered at will, but only on New Year's Day (Leviticus 16:29).
