1-8 God saw fit now to repeat the law of sacrifices. This was a new generation of men; and they were concerned to keep their peace with God when at war with their enemies. The daily sacrifice is called a continual burnt-offering; when we are bid to pray always, at least every morning and evening we should offer up solemn prayers and praises to God. Nothing is added here but that the wine poured out in the drink-offering is to be strong wine, to teach us to serve God with the best we have. It was a figure of the blood of Christ, the memorial of which is still left to the church in wine; and of the blood of the martyrs, which was poured out as a drink-offering on the sacrifice and service of our faith, Philippians 2:17....

EXPOSITION THE ROUTINE OF SACRIFICIAL OFFERINGS (Numbers 28:1, Numbers 29:1). NUMBERS 28:1 THE LORD SPAKE UNTO MOSES. It is impossible to say with any assurance whether the law of offerings contained in these two chapters was really given to Moses shortly before his death, or whether it was ever given in this connected and completed form. AND THE OTHER LAMB SHALT THOU OFFER AT EVEN,.... As before directed, Numbers 28:4: AS THE MEAT OFFERING OF THE MORNING, AND AS THE DRINK OFFERING THEREOF, SHALT THOU OFFER IT; some think that "caph", "as", is put for "beth", "with", the letters being similar, and so render the words, "with the meat offering of the morning, and with the drink offering thereof"; but there is no need of such a version, nor is it with propriety; and the meaning is, that a meat offering and a drink offering were to go with the lamb offered at evening, of the same sort, and in like manner, as were offered with the lamb of the morning: A SACRIFICE MADE BY FIRE, OF A SWEET SAVOUR UNTO THE LORD; this is repeated, to encourage the people to offer it, and to show how very acceptable it was to the Lord, especially the antitype of it....

NUMBERS 28-29. THE NATURE AND AMOUNT OF THE OFFERINGS REQUIRED ON VARIOUS HOLY DAYS. The quantities prescribed for special festivals did not exhaust all the sacrifices offered upon them: on every festival the special sacrifices were supplemented by the daily offerings; on the first of the seventh month the distinctive offerings were supplemented by the offerings required for the first of each ordinary month; whilst on the tenth of the seventh month the sin offering of atonement (Leviticus 16) was supplementary to the other sacrifices here enjoined. LAWS REGARDING SACRIFICES AND FESTIVALS 1, 2. The general laws regarding the sacriflees proper to the feast days had already been given at Sinai (Leviticus 23). Their repetition with certain details here probably indicates that these laws had been neglected. Some of them, indeed, were only intended to be observed after the settlement in Canaan, which was now in the near future. Moreover, the generation to whom they were spoken at Sinai had passed away. Hence their repetition here to the younger generation....
