These have one mind, and shall give their power and strength unto the beast. ONE MIND, [ gnoomeen (G1106)] - one sentiment. SHALL GIVE. So Coptic; but 'Aleph (') A B, Syriac, 'give.' STRENGTH - `authority.' They become his dependent allies (Revelation 17:14). Thus Antichrist claims to be king of kings. Scarcely has he made his claim when the KING OF KINGS appears and destroys him as in a moment....

7-14 The beast on which the woman sat was, and is not, and yet is. It was a seat of idolatry and persecution, and is not; not in the ancient form, which was pagan: yet it is; it is truly the seat of idolatry and tyranny, though of another sort and form. It would deceive into stupid and blind submission all the inhabitants of the earth within its influence, except the remnant of the elect. This beast was seven heads, seven mountains, the seven hills on which Rome stands; and seven kings, seven sorts of government. Five were gone by when this prophecy was written; one was then in being; the other was yet to come. This beast, directed by the papacy, makes an eighth governor, and sets up idolatry again. It had ten horns, which are said to be ten kings who had as yet no kingdoms; they should not rise up till the Roman empire was broken; but should for a time be very zealous in her interest....

Verse Revelation 17:13. _THESE HAVE ONE MIND, AND SHALL GIVE THEIR POWER AND_ _STRENGTH UNTO THE BEAST__._] Therefore the ten horns must constitute the principal strength of the Latin empire; that is to say, this empire is to be composed of the dominions of ten monarchs independent of each other in every other sense except in their implicit obedience to the Latin Church. The _beast_ in this and the preceding verse is distinguished from its _horns_, as the WHOLE Latin empire is distinguished in history from its constituent powers. Revelation 17:16....

THESE HAVE ONE MIND - That is, they are united in the promotion of the same object. Though in some respects wholly independent of each other, yet they may be regarded as, in fact, so far united that they tend to promote the same ultimate end. As a fact in history, all these kingdoms, though of different origin, and though not infrequently engaged in war with each other, became Roman Catholics, and were united in the support of the papacy. It was with propriety, therefore, that they should be regarded as so closely connected with that power that they could be represented as “ten horns” on the seven-headed monster. REVELATION 17:9. SEVEN MOUNTAINS: Rome was described as the city of the seven hills. Revelation 17:10. seven kings: this is a second interpretation of the heads. The most probable explanation is: The five are fallen, _i.e._ Augustus, Tiberius, Caligula, Claudius, and Nero are dead; the one is, _i.e._ Vespasian is still reigning, the other is not yet come, _i.e._ Titus is still to ascend the throne as seventh emperor (but _cf._ p. 928). THE GREAT HARLOT. The sixteenth chapter presents the series of historical events that lead to the overthrow of spiritual Babylon.
