For God hath concluded them all in unbelief, that he might have mercy upon all. FOR GOD HATH CONCLUDED THEM ALL IN UNBELIEF, [ sunekleisen (G4788) tous (G3588) pantas (G3956) eis (G1519) apeitheian (G543)] - 'hath shut up all into unbelief' or 'disobedience:' our version, by rendering it "them all," leaves the impression (as Scholefield observes) that it is of Jews only that this is said; whereas the argument requires it to be understood of both the great divisions of mankind that are treated of in this chapter-hath shut up all (both Jew and Gentile) into unbelief....

32._For God has shut up, etc. _A remarkable conclusion, by which he shows that there is no reason why they who have a hope of salvation should despair of others; for whatever they may now be, they have been like all the rest. FOR GOD HATH CONCLUDED ... - The word translated here “concluded” sunekleise, is rendered in the margin “shut them all up together.” It is properly used in reference to those who are shut up in prison, or to those in a city who are shut up by a besieging army; 1 Macc. 5:5; 6:18; 11:65; 15:25; Joshua 6:6; Isaiah 45:1.
