Behold, the Lord GOD will come with strong hand, and his arm shall rule for him: behold, his reward is with him, and his work before him. 10._Behold, the Lord Jehovah. _He adorns this short sentence by many words, because some explanation was needed; and he again uses the word _Behold _for the sake of certainty, in order to impart greater confidence to the hearts of good men. Thus he shews more clearly how great advantage they derive from the presence of God. And first, he says, _that he will come with strength, _and that strength not unemployed, but accompanied by such an effect as we shall perceive. _And his _arm _shall be powerful to him _(114) לו _(lo), _which we have translated to _him, _is translated by others _of himself; _or, perhaps, it will be thought preferable to translate it, “He is powerful, or reigns _for himself.” _The meaning is, that God is sufficient for himself, and does not need the assistance of any one. Verse Isaiah 40:10. _HIS REWARD_ IS _WITH HIM, AND HIS WORK BEFORE HIM.__ _- "His reward is with him, and the recompense of his work before him."] That is, the reward and the recompense which he bestows, and which he will pay to his faithful servants; this he has ready at hand with him, and holds it out before him, to encourage those who trust in him and wait for him....

BEHOLD, THE LORD GOD WILL COME - (See the note at Isaiah 40:3) Applied to the condition of the Jews in exile, this means that God would come to deliver them. Applied to the times of the Messiah, it means that God would manifest himself in a powerful manner as mighty to save. WITH STRONG HAND - (בחזק _b__e__châzâq_). Margin, ‘Against the strong.’ So Vitringa and others understand it; and regard it as referring to the mighty enemies of the people of God, or, as Vitringa particularly supposes, to the great foe of God and his people - the prince of darkness - the devil. Isaiah 40:1. _Comfort ye, comfort ye my people, saith your God. Speak ye comfortably to Jerusalem, and cry unto her, that her warfare is accomplished, that her iniquity is pardoned: for she hath receiveth of the LORD'S hand double for all her sins._ God would have his people happy. He knows that we are not in strong, vigorous state, neither do we honour his name while we are lacking in holy joy. Let the sinners be uncomfortable. Let them be «like the troubled sea that cannot rest»; but as for God's people, it is his great joy that they should be happy. He bids his servants again and again to comfort them. Sometimes we are in a condition of warfare, and we are under the chastising rod but now the Lord appears graciously to his servants, and he says, «Your warfare is over: your chastisement is ended.» Now the Lord returns in mercy, and he grants a sense of forgiven sin....

II. THE LATER PROPHECIES OF COMFORT AND GLORY (40-66) Like the first part this second part of Isaiah has three sections. The three sections of the first part revealed the judgments to come upon the Jewish people, Jerusalem, the nations and the earth. The three sections of the second part reveal the great blessings in store for the people of Israel, Jerusalem, the nations and the earth, after the judgments are passed. These sections give the past, present, and the future history of the Jewish people. In the first section (40-48) they are seen prophetically in Babylon, but about to be delivered and brought back to the land. Cyrus is predicted as the chosen instrument. PROLOGUE ANNOUNCING THE END OF THE EXILE. IF. The prophet sees in the triumphs of Cyrus the coming fall of Babylon's empire, and a revolution in the fortunes of the exiles. These are God's voice bidding the prophet and all who hear it encourage His people. Let them speak tenderly to Jerusalem (_i.e._ the nation, not the city). Her forced service is completed, her punishment has been more than adequate to her offence. ISAIAH 40:3.
