All nations before him are as nothing; and they are counted to him less than nothing, and vanity. ALL NATIONS BEFORE HIM (ARE) AS NOTHING - (Psalms 62:9; Daniel 4:35.) LESS THAN NOTHING. Maurer translates ( mee'epec (H657)) as in Isa. 12:24 , of nothing (the Hebrew particle min (H4480) is partitive; or else expressive of the nature of a thing), a mere nothing. VANITY - emptiness....

17._All nations. _He repeats what he had said, that it is in the power and at the disposal of God to destroy “all nations,” whenever he shall think proper; and that, even while they remain in their present condition, they are reckoned as nothing before him. But it may be thought absurd for him to say, that “the nations are nothing,” since God created them, that they might be something. I reply, this is said by comparison; for the depravity of the human mind is such that it obscures the divine majesty, and places above it those things which ought to have been subject to God; and, therefore, when we come to that contest, we may boldly declare that everything that is compared with God is worthless. 12-17 All created beings shrink to nothing in comparison with the Creator. When the Lord, by his Spirit, made the world, none directed his Spirit, or gave advice what to do, or how to do it. The nations, in comparison of him, are as a drop which remains in the bucket, compared with the vast ocean; or as the small dust in the balance, which does not turn it, compared with all the earth. This magnifies God's love to the world, that, though it is of such small account and value with him, yet, for the redemption of it, he gave his only-begotten Son, John 3:16. ARE AS NOTHING - This expresses literally what had been expressed by the beautiful and striking imagery above. LESS THAN NOTHING - A strong hyperbolic expression denoting the utter insignificance of the nations as compared with God. Such expressions are common in the Scriptures. AND VANITY - Hebrew, תהו _tôhû_ - ‘Emptiness;’ the word which in Genesis 1:2 is rendered ‘without form.’...

ALL NATIONS BEFORE HIM ARE AS NOTHING,.... As if they were nonentities, and were not real beings in comparison of him, who is the Being of beings, the author of all beings which exist in all nations; who are all in his sight, and are not only as grasshoppers, as is after mentioned, but even as nothing: AND THEY ARE COUNTED TO HIM AS LESS THAN NOTHING, AND VANITY; if there is or could be such a thing less than nothing, that they are; and so they are accounted of by him; they are like the chaos out of which the earth was formed, when it was "tohu" and "bohu", the first of which words is used here; this serves to humble the pride of men, and to lessen the glory of the nations, and the inhabitants of them....

Isaiah 40:1. _Comfort ye, comfort ye my people, saith your God. Speak ye comfortably to Jerusalem, and cry unto her, that her warfare is accomplished, that her iniquity is pardoned: for she hath receiveth of the LORD'S hand double for all her sins._ God would have his people happy. He knows that we are not in strong, vigorous state, neither do we honour his name while we are lacking in holy joy. Let the sinners be uncomfortable. Let them be «like the troubled sea that cannot rest»; but as for God's people, it is his great joy that they should be happy. He bids his servants again and again to comfort them. Sometimes we are in a condition of warfare, and we are under the chastising rod but now the Lord appears graciously to his servants, and he says, «Your warfare is over: your chastisement is ended.» Now the Lord returns in mercy, and he grants a sense of forgiven sin....

II. THE LATER PROPHECIES OF COMFORT AND GLORY (40-66) Like the first part this second part of Isaiah has three sections. The three sections of the first part revealed the judgments to come upon the Jewish people, Jerusalem, the nations and the earth. The three sections of the second part reveal the great blessings in store for the people of Israel, Jerusalem, the nations and the earth, after the judgments are passed. These sections give the past, present, and the future history of the Jewish people. In the first section (40-48) they are seen prophetically in Babylon, but about to be delivered and brought back to the land. Cyrus is predicted as the chosen instrument. However, this section looks also beyond the return of the remnant from Babylon. Their present dispersion and coming restoration is predicted as well. AN EXPANSION OF THE TEXT SUGGESTED IN ISAIAH 40:6. Isaiah 40:12. The Majesty of God, in Whose Eyes the World is Insignificant. God is the Creator, disposing of earth and heaven as very small things. No adviser instructed Him. The nations in His sight are like the drop hanging from the bucket, or the dust on the scale, too small to count in the bulk.
