23._He bringeth the mighty to nothing. _He proceeds in extolling the providence of God, by which he governs the whole world, but more especially mankind. Already and but a little ago he had begun to remark that God did not create the world, so as afterwards to allow it to be governed by chance, but that he undertakes the preservation of it, and keeps it under his power and authority; but as he deigns to look more closely at mankind, so the Prophet selects this department, that by means of it he may extol God’s providence. 18-26 Whatever we esteem or love, fear or hope in, more than God, that creature we make equal with God, though we do not make images or worship them. He that is so poor, that he has scarcely a sacrifice to offer, yet will not be without a god of his own. They spared no cost upon their idols; we grudge what is spent in the service of our God. To prove the greatness of God, the prophet appeals to all ages and nations. Those who are ignorant of this, are willingly ignorant. God has the command of all creatures, and of all created things. THAT BRINGETH THE PRINCES TO NOTHING - That is, all princes and kings. No matter how great their power, their wealth, and their dignity, they are, by his hand, reduced to nothing before him. The design of this passage is to contrast the majesty of God with that of princes and nobles, and to show how far he excels them all. The general truth is therefore stated, that all monarchs are by him removed from their thrones, and consigned to nothing. The great men of the earth, kings, rulers, and nobles, these he brings to the dust; and all their counsels, schemes, and purposes, come to nothing; and their monarchies and kingdoms too in time. Where are now the Babylonish, Persian, and Grecian monarchies, and those great princes that formerly reigned in them? II. THE LATER PROPHECIES OF COMFORT AND GLORY (40-66) Like the first part this second part of Isaiah has three sections. The three sections of the first part revealed the judgments to come upon the Jewish people, Jerusalem, the nations and the earth. The three sections of the second part reveal the great blessings in store for the people of Israel, Jerusalem, the nations and the earth, after the judgments are passed. These sections give the past, present, and the future history of the Jewish people. In the first section (40-48) they are seen prophetically in Babylon, but about to be delivered and brought back to the land. Cyrus is predicted as the chosen instrument. AN EXPANSION OF THE TEXT SUGGESTED IN ISAIAH 40:6. Isaiah 40:12. The Majesty of God, in Whose Eyes the World is Insignificant. God is the Creator, disposing of earth and heaven as very small things. The majesty of the God who reveals Himself in Creation and Providence is described in interjectional participial clauses, the force of which should not be blunted by the superfluous "It is" of E.V. _upon_(rather: ABOVE, R.V. marg.) _the circle of the earth_ i. e. the horizon, where earth and heaven meet (see Proverbs 8:27), "at the confines of light and darkness" (Job 26:10). The earth with its surrounding ocean is conceived as a flat disc, on which the arch of heaven comes down.
