Behold, the nations are as a drop of a bucket, and are counted as the small dust of the balance: behold, he taketh up the isles as a very little thing. OF - literally, (hanging) from a bucket ( midliy (H1805)). HE TAKETH UP THE ISLES AS A VERY LITTLE THING - or, 'the isles are as a mere grain of dust (which) is taken up' ( yiTowl (H5190), from naaTal (H5190), to bear or lift up), namely, by the wind, literally, one taketh up, impersonally (Maurer). ISLES - lands in general, answering to "the nations" in the parallel clause: perhaps lands, like Mesopotamia and Babylonia, enclosed by rivers (Jerome). So...

15._Behold, the nations are as a drop of a bucket. _If we wish to understand the Prophet’s meaning, and to read these words with advantage, we must (as I remarked a little before) understand his design. He does not celebrate the greatness of God in a detached manner, but extols it with the utmost. possible adaptation to the present subject, that Israelites may know that this shield alone is sufficient to protect them, and that they will have no reason to dread the efforts, or rage, or violence of the world, if God be reconciled to them, and that they may thus learn to betake themselves to God’s protection; for if they were not fully convinced of this, there would arise at every moment various causes of despair. Isaiah thus continues the subject, when he says that all nations and peoples are nothing when compared with God; for, by simply breathing on them, he will scatter like _small dust...

12-17 All created beings shrink to nothing in comparison with the Creator. When the Lord, by his Spirit, made the world, none directed his Spirit, or gave advice what to do, or how to do it. The nations, in comparison of him, are as a drop which remains in the bucket, compared with the vast ocean; or as the small dust in the balance, which does not turn it, compared with all the earth. This magnifies God's love to the world, that, though it is of such small account and value with him, yet, for the redemption of it, he gave his only-begotten Son, John 3:16. The services of the church can make no addition to him. Our souls must have perished for ever, if the only Son of the Father had not given himself for us....

BEHOLD, THE NATIONS - All the nations of the earth. This is designed to show the greatness of God, in comparison with that which strikes man as great - a mighty nation; and the main object seems to be, to show that God could accomplish his purposes without their aid, and that they could not resist him in the execution of his plans. If they were as nothing in comparison with him, how easily could he execute his purposes! If they were as nothing, how little could they resist the execution of his plans! ARE AS A DROP OF A BUCKET - In comparison with him; or are so esteemed by him. The drop that falls from the bucket in drawing water is a trifle. It has no power, and compared with the waters of the ocean it is as nothing. So small is the power of the nations in comparison with God. “And are counted.” Are thought of, regarded, esteemed by him, or in comparison with him....

BEHOLD, THE NATIONS ARE AS A DROP OF A BUCKET,.... Not only the Chaldeans and Babylonians, and other nations most known, and most troublesome to the Jews, but all the nations of the world; these, in comparison of God, of his infinite and immense Being, are but as a drop of water that hangs upon the bucket, or falls from it, when water is drawn by it, or is left in it, when poured out of it; which is nothing in comparison of the well out of which the water is drawn, or even of the water in the bucket drawn out of it: AND ARE ACCOUNTED AS THE SMALL DUST OF THE BALANCE; that is, they are accounted nothing of with God, comparatively speaking, any more than the small dust which hangs upon the balance, and gives it no weight, nor turn one way or another, and so is of no consideration. Isaiah 40:1. _Comfort ye, comfort ye my people, saith your God. Speak ye comfortably to Jerusalem, and cry unto her, that her warfare is accomplished, that her iniquity is pardoned: for she hath receiveth of the LORD'S hand double for all her sins._ God would have his people happy. He knows that we are not in strong, vigorous state, neither do we honour his name while we are lacking in holy joy. Let the sinners be uncomfortable. Let them be «like the troubled sea that cannot rest»; but as for God's people, it is his great joy that they should be happy. He bids his servants again and again to comfort them. Sometimes we are in a condition of warfare, and we are under the chastising rod but now the Lord appears graciously to his servants, and he says, «Your warfare is over: your chastisement is ended.» Now the Lord returns in mercy, and he grants a sense of forgiven sin....

II. THE LATER PROPHECIES OF COMFORT AND GLORY (40-66) Like the first part this second part of Isaiah has three sections. The three sections of the first part revealed the judgments to come upon the Jewish people, Jerusalem, the nations and the earth. The three sections of the second part reveal the great blessings in store for the people of Israel, Jerusalem, the nations and the earth, after the judgments are passed. These sections give the past, present, and the future history of the Jewish people. In the first section (40-48) they are seen prophetically in Babylon, but about to be delivered and brought back to the land. Cyrus is predicted as the chosen instrument. However, this section looks also beyond the return of the remnant from Babylon. Their present dispersion and coming restoration is predicted as well. AN EXPANSION OF THE TEXT SUGGESTED IN ISAIAH 40:6. Isaiah 40:12. The Majesty of God, in Whose Eyes the World is Insignificant. God is the Creator, disposing of earth and heaven as very small things. No adviser instructed Him. The nations in His sight are like the drop hanging from the bucket, or the dust on the scale, too small to count in the bulk.
