13-21 If the leaders of the people, through mistake, caused them to err, an offering must be brought, that wrath might not come upon the whole congregation. When sacrifices were offered, the persons, on whose behalf they were devoted, were to lay their hands on the heads of the victims, and to confess their sins. The elders were to do so, when the sacrifices were offered for the whole congregation. The load of sin was supposed then to be borne by the guiltless animal. When the offering is completed, it is said, atonement is made, and the sin shall be forgiven. The saving of churches and kingdoms from ruin, is owing to the satisfaction and mediation of Christ....

EXPOSITION THE SIN OFFERING (Leviticus 4:1, Leviticus 5:1). At the time of the Mosaic legislation, burnt offerings and meat offerings were already in existence, and had existed from the time of the Fall. A beginning, therefore, is made with them, and the regulations of the peace offerings naturally follow, because these sacrifices succeed in order to the burnt and meat offerings, and because sacrifices in some respects of the same nature as peace offerings had previously existed under a different name (cf. LEVITICUS 4:1 TO LEVITICUS 5:13. THE SIN OFFERING. This, and the guilt offering, whose ritual follows, are unknown before the Exile, save as fines (2 Kings 12:16; Amos 2:8). THE SIN OFFERING (4:1-5:13) AND THE GUILT OFFERING (5:14-6:7) These are later and specialised forms of the Burnt Offering. They presuppose a state of matters in which the good relationship between God and the offerer has been interrupted by sin, and the purpose of both is to make atonement for, or cover, the sin of the guilty person or persons. The difference between the two seems to be that while the sin offering is provided for those offences which could not be undone or repaired, the guilt offering is provided for those cases where reparation and restitution are possible, a fine or penalty being imposed on the transgressor in the latter instance (Leviticus 5:16; Leviticus 6:4).
