_WHEN A RULER HATH SINNED, AND DONE SOMEWHAT THROUGH IGNORANCE AGAINST ANY OF THE COMMANDMENTS OF THE LORD HIS GOD CONCERNING THINGS WHICH SHOULD NOT BE DONE, AND IS GUILTY;_ When a ruler hath sinned. Whatever was the form of government, the king, judge, or subordinate was the party concerned in this law. The transgression of such a civil functionary being less serious in its character and consequences than that either of the high priest or the congregation, a sin offering of inferior value was required - "a kid of the goats" х_ Sª`IYR_ (H8163) _ `IZIYM_ (H5795), a goat-buck]; and neither was the blood carried into the sanctuary, but applied only to the altar of burnt offering; nor was the carcass taken without the camp-it was eaten by the priests in waiting. 22-26 Those who have power to call others to account, are themselves accountable to the Ruler of rulers. The sin of the ruler, committed through ignorance, must come to his knowledge, either by the check of his own conscience, or by the reproof of his friends; both which even the best and greatest, not only should submit to, but be thankful for. That which I see not, teach thou me, and, Show me wherein I have erred, are prayers we should put up to God every day; that if, through ignorance, we fall into sin, we may not through ignorance abide in it....

EXPOSITION THE SIN OFFERING (Leviticus 4:1, Leviticus 5:1). At the time of the Mosaic legislation, burnt offerings and meat offerings were already in existence, and had existed from the time of the Fall. A beginning, therefore, is made with them, and the regulations of the peace offerings naturally follow, because these sacrifices succeed in order to the burnt and meat offerings, and because sacrifices in some respects of the same nature as peace offerings had previously existed under a different name (cf. Exodus 10:25 with Exodus 24:5, and see above notes on...

LEVITICUS 4:1 TO LEVITICUS 5:13. THE SIN OFFERING. This, and the guilt offering, whose ritual follows, are unknown before the Exile, save as fines (2 Kings 12:16; Amos 2:8). Ezek. mentions both, but is conscious of no difference between them. Probably the distinction between them grew up gradually (see on Ezekiel 5:14 ff.). THE SIN OFFERING (4:1-5:13) AND THE GUILT OFFERING (5:14-6:7) These are later and specialised forms of the Burnt Offering. They presuppose a state of matters in which the good relationship between God and the offerer has been interrupted by sin, and the purpose of both is to make atonement for, or cover, the sin of the guilty person or persons. The difference between the two seems to be that while the sin offering is provided for those offences which could not be undone or repaired, the guilt offering is provided for those cases where reparation and restitution are possible, a fine or penalty being imposed on the transgressor in the latter instance (Leviticus 5:16; Leviticus 6:4).
