13-21 If the leaders of the people, through mistake, caused them to err, an offering must be brought, that wrath might not come upon the whole congregation. When sacrifices were offered, the persons, on whose behalf they were devoted, were to lay their hands on the heads of the victims, and to confess their sins. The elders were to do so, when the sacrifices were offered for the whole congregation. The load of sin was supposed then to be borne by the guiltless animal. When the offering is completed, it is said, atonement is made, and the sin shall be forgiven. The saving of churches and kingdoms from ruin, is owing to the satisfaction and mediation of Christ....

EXPOSITION THE SIN OFFERING (Leviticus 4:1, Leviticus 5:1). At the time of the Mosaic legislation, burnt offerings and meat offerings were already in existence, and had existed from the time of the Fall. A beginning, therefore, is made with them, and the regulations of the peace offerings naturally follow, because these sacrifices succeed in order to the burnt and meat offerings, and because sacrifices in some respects of the same nature as peace offerings had previously existed under a different name (cf. LEVITICUS 4:1 TO LEVITICUS 5:13. THE SIN OFFERING. This, and the guilt offering, whose ritual follows, are unknown before the Exile, save as fines (2 Kings 12:16; Amos 2:8). Ezek. mentions both, but is conscious of no difference between them. Probably the distinction between them grew up gradually (see on Ezekiel 5:14 ff.). The ritual is derived partly from that of the burnt offering and peace offering; partly from other old rites. IT IS A SIN-OFFERING FOR THE CONGREGATION— Whatever is human, is liable to error. Nations and churches are all fallible, and, therefore, an atonement for national sins of ignorance is provided.
